  • Contribute to the formulation and implementation of a CBT programme strategy in line with the organizational strategy, WFPwide programme policies and context at Country Office level; translate the CBT strategy and WFP-wide programme policies into country level practices.
  • Support the different WFP teams responsible for achieving the Strategic Objectives of the WFP country strategic plan to design integrated cash-based transfer programmes and identify areas of overlap with other stakeholders in terms of geography and programme purpose, programme design and delivery, joint objectives and exit strategies.
  • Lead on the Country Office cash-based transfer emergency programmes, be flexible and adjust operational planning if changes in context require it, working closely with other functions and teams.
  • Guide and coordinate Country Office units (e.g. Logistics, Procurement, ICT, Finance, M&E and VAM (food security analysis)) to ensure synchronized technical backstopping and compliance with corporate policy, strategic objectives, guidance, and incorporation of gender perspectives in programme design, intervention set-up and implementation of CBT operations.
  • Identify and select cooperating partners and, in collaboration with Finance, Supply Chain or IT, financial service providers able to deal efficiently and effectively with the delivery part of the cash-based transfers programmes. Negotiate in details Field Level Agreements and/or Service Providers contracts according to established rules and regulations.

INTERNATIONAL CONSULTANT ON CASH BASED TRANSFERT PROJECT

WORLD FOOD PROGRAMME (LIBERIA)

  • Coordinate the cash transfer modality to include market research and feasibility studies to determine whether supply markets, financial institutions are equipped to work on a cash approach.
  • Coordinate development of distribution plans, finalization of beneficiary lists and completion of cash distribution activities with cooperating partners, financial service providers and WFP units to ensure that cash is made in accordance with the prescribed plan and timelines.
  • Ensure that the program remains in compliance with all WFP policies and procedures.
  • Coordinate the cash-based transfer working group with partners and donors.
  • Coordinate project monitoring activities with the Monitoring & Evaluation Unit, ensuring that they are consistent with the requirements of the donor and the MAP monitoring and evaluation framework; review the reports developed by the partners and take appropriate action that meets the objectives of the project.

PROJECT COORDINATOR IN CHARGE OF TRAINING OF MILITARY ON CHILD PROTECTION

  • Coordination and technical support to project coordinators in Côte d'Ivoire and Mali and portfolio management with Sweden.
  • Training and supervision of 30 police officers, gendarmes and members of the presidential guard of Senegal on the rights of children.
  • In collaboration with Senegal's national armed forces, at least six capacity-building workshops on security, child protection and child protection unit management indicators were conducted.
  • Through collaboration with the Koffi Annan and Bamako Centers of Excellence develop, sign collaborative frameworks for 3 years. These collaborative frameworks are used to push centers of excellence to conduct independent courses on child rights on a permanent basis.
  • Training of trainers for at least 30 police officers and gendarmes on the rights of children in Senegal.

  • Provide support in collaboration with the implementing partners for the targeting of the beneficiaries of Pikine and its suburbs.
  • Market studies to measure the possibility of local actors to take over food sales to more than 10,000 beneficiaries.
  • Track distributions with Caritas and Enda implementation partners.
  • Develop implementing partner monitoring tools with the monitoring and evaluation team;
  • Work closely with financial institutions in charge of paying beneficiaries and retailers in charge of household food supplies.
