Alda Metrass

Summary

Alda is a freelance Principal Consultant within CPCS’s Francophone West Africa Unit. She is an Infrastructure and Transport Specialist with over 20 years of experience in large infrastructure projects across all five transportation modes (road, public transit, railway, maritime, and aviation) in more than 40 countries in Latin America and the Caribbean, Africa, Europe and Asia. Alda worked as a Road Specialist at the European Investment Bank (EIB) before moving to Washington, D.C. to serve as Global Investment Officer at the Private-Public Partnerships (PPPs) advisory team of the International Finance Corporation (IFC) – the private sector arm of the World Bank Group (WBG), where, together with her team, she sourced and structured transport projects with Governments for private investment. She also led and supported pre-investment and early-stage project development activities in the public transit, road, port, and logistics and supply chain sectors. Before joining Multi-Lateral Development Banks, she gained a decade of consultancy and academic experience in developed and emerging economies. Alda honed her expertise in strategy, transaction advisory, project feasibility, economic appraisal, demand and revenue forecasting, engineering design, and development of master plans from leading number of toll road and airport transactions and advising public and private project sponsors, investors and lenders, including the African Development Bank (AfDB), the Inter-American Development Bank (IADB) and the European Bank for Reconstruction and Development (EBRD). During her time in academia, she specialized in various other areas of transport planning such as regulation, policy reforms, and universal access to infrastructure, having lectured on Economic Regulation for the IADB, in 2018, and as Invited Professor at the Universidad de Ibagué (Colombia), between 2015 and 2018. She also served as a Board Member of the aviation project SPARA, funded through the EU Northern Periphery and Arctic Program. Alda holds a Licentiate Degree in Civil Engineering from Instituto Superior Técnico (Portugal), a PhD (Hons) in Transportation Systems from the MIT Portugal Program, and executive education in Management from INDEG-ISCTE (Portugal).

  • With the Public Sector Team, supported the preparation and closed an MoU for Senegal for EUR 300 million and co-managed the country’s investment portfolio, covering the water, energy and health sectors. Led the appraisal and grant allocation processes of two major water projects in Senegal. Supported project preparation, including preparation of feasibility studies, and appraised several projects in Ukraine (in the health, water and energy sectors) in Colombia (education and urban infrastructure climate adaptation and flood resilience), Indonesia (urban infrastructure climate adaptation and flood resilience) and Angola (water supply). Monitoring of a rural roads program in Sri Lanka, including release of funds in installments against the verification of completion of specific pre-agreed-upon implementation milestones. Provided advice to several public and private sector regional teams on PPP structuring, technical problems, economic and financial appraisal, and analysis of procurement options during grant and loan allocation processes.

  • With the PPP Transaction Advisory (CTA) Team, worked on the structuring of several transport PPPs in Latin America and the Caribbean (Colombia, Costa Rica and Panama). Engaged and closed MoUs with Governments in Costa Rica and Mozambique to prepare two transport projects and two transaction advisory service agreements (USD 1 billion pipeline). With the Global Upstream team, appraised the project potential and developed a pipeline of investment opportunities in the transport sector focusing on Latin America (Brazil, Colombia, Mexico) and Africa (Democratic Republic of the Congo, Mali, Morocco, Senegal, Zambia) by engaging with public authorities, mapping private investors and supervising the development of several pre-feasibility and feasibility studies and any required additional studies (Environmental and social impact assessment studies, market analysis, viability gap funding analysis, legal and regulatory assessments, etc.). Led and assisted the selection of technical, legal, economic and financial, environmental and social consultants, including developing terms of reference and evaluating technical and economic offers. With IFC Investment and CTA teams and the IBRD, co-developed the platform for accelerating the implementation of BRT projects in Sub-Saharan Africa. Together with teams from the IBRD, participated in the assessment of unsolicited proposal (USPs) legal and regulatory frameworks in Latin America, co-leading the analysis and the preparation of the report for the Peruvian case.
